Overview
The Sovereign Bureau is a neuro-symbolic bridge designed to reclaim technical equity in an era of probabilistic noise. While modern information systems rely on “imagined” resources and vector-based guesses, the PADI (Practice-Area Depth Index) standard enforces a deterministic coordinate system for human knowledge.
As of v2.1.0, the Bureau has successfully deployed the Nairobi-01-Node with 35 active triples, establishing the first digital “Call Number” system for the Sovereign Stack.

The recent upgrade from 19 to 35 triples introduces Deterministic Addressability. We have moved beyond defining who the Librarian is to defining where the resources are.
